Vine arrows spawn a climbable patch of vines (not a long rope) on many rough surfaces.
Tactics and strategies
Surfaces more than 60 degrees off vertical will not accept an arrow (i.e. ceilings and floors).
If the surface doesn't accept the vine arrow, the arrow will bounce off and you can retrieve it.
Shooting a water arrow into or near a vine will cause it to grow where hit.
In-game description
Vine arrow: A patch of strong, creeping vines are released on impact, which will grow up any rough surface. After a few moments the vines will support the weight of a man.
